Frame tech debt as business cost. Don’t say “we need to refactor module X”. Say “every new feature in the payments area costs us an extra 2 weeks due to problems with module X. This quarter we’re planning 4 payment features - that’s 8 weeks lost. A 3-week investment in refactoring will pay off in the same quarter.”

Use the debt metaphor literally. “We have technical debt worth 6 person-months. Interest is 20% velocity per month. If we don’t pay, in a year we’ll be delivering half as much.”

How to measure technical debt - metrics and tools?

Lines of Code (LoC) as proxy. More code = more maintenance. But it’s a simple metric - 10,000 lines of clean code is better than 5,000 lines of spaghetti.

Cyclomatic Complexity. How many independent paths through code. High complexity = difficult testing, difficult understanding, bug-prone. Tools: SonarQube, CodeClimate, radon (Python).

Code Duplication. Percentage of code that’s duplicated. Duplication = maintenance nightmare. Change in one place requires changes in many. Tools: CPD (PMD), SonarQube, jscpd.

Test Coverage. Not as a target to achieve, but as an indicator of where risk is highest. 0% coverage in a critical module = ticking bomb.

Time Spent on Unplanned Work. How much time the team spends on bug fixes, firefighting, “weird problems”. High % = symptom of tech debt.

SQALE (Software Quality Assessment based on Lifecycle Expectations). SonarQube model that converts issues to repair time. “You have 45 days of technical debt” - a concrete number to communicate.

Developer Surveys. Ask developers: “which areas of code are hardest to work with? Where do you lose the most time?” Subjective but valuable.

How to prioritize which tech debt to pay down first?

Interest Rate - how much does inaction cost. Tech debt in a module changed daily has high “interest rate”. Tech debt in a module untouched for a year - low.

Impact × Likelihood. Impact: how much it slows down / how risky. Likelihood: how often we enter this area. High impact + high likelihood = priority.

Cost of Delay. If we don’t fix now - how much will we lose? Feature X can’t be delivered without refactoring Y. CoD of feature X = CoD of refactoring Y.

Strategic alignment. Is the area with tech debt on the critical path for strategic initiatives? If Q2 roadmap requires extending the payments module, and the payments module has lots of debt - priority.

Risk-based prioritization. Security vulnerabilities from outdated dependencies > performance issues > code smell. Not all tech debt is equal.

Hotspot analysis. Which files are changed most often? Where are the most bugs? Combining “frequently changed” + “problematic” = hotspot to fix.

What tech debt paydown strategies work in practice?

Boy Scout Rule: “leave code cleaner than you found it”. With every change - small improvement. Refactor while you work. Doesn’t require dedicated time, but debt decreases slowly.

Dedicated capacity (tech debt budget). 15-20% sprint capacity reserved for tech debt. Every sprint - a few tech debt items. Steady progress, doesn’t block delivery.

Tech Debt Sprints. Once a quarter - full sprint only on tech debt. Intensive cleanup. Problem: business reluctant to “give up” a whole sprint.

Opportunistic refactoring. When working on a feature in an area with tech debt - expand scope to include cleanup. “Feature X will take 5 days instead of 3, because we’ll fix Y along the way.” Transparency with PO.

Strangler Fig Pattern. For large legacy systems - don’t rewrite immediately. Build new system alongside old, gradually moving functionality. Old system “dies” naturally.

How to negotiate tech debt work with the Product Owner?

Continuous education, not one-time. Regularly show tech debt metrics. Explain what they mean. Build shared vocabulary.

Transparent estimates. “Feature X: 3 days development + 2 days tech debt repayment.” PO sees breakdown and can consciously decide.

Showcase impact. “Remember feature Y that took 6 weeks instead of planned 2? That was due to tech debt in module Z. If we don’t fix it, the next feature in that area will also be 3x longer.”

Propose, don’t demand. “I propose dedicating 20% capacity to tech debt for the next quarter. Expected result: velocity will increase by 15% by quarter end.” Business case, not ultimatum.

Definition of Done with quality standards. Feature isn’t “done” if: no tests, coverage dropped, complexity increased significantly, documentation not updated.
